About the Project

Cross Fraser Partnership (CFP) is a Bouygues Construction Canada Inc., Fomento de Construcciones y Contratas Canada Ltd., Pomerleau BC Inc. and Arcadis Canada Inc. general partnership that has been selected to collaboratively deliver a new, eight-lane immersed tube tunnel that will replace the existing George Massey Tunnel on Highway 99. The new tunnel will have three vehicle lanes and a dedicated transit lane in each direction, with a separated active transportation corridor for cyclists and pedestrians.

Position Overview:

The Estimator will have extensive experience in heavy civil construction and concrete structures. This role requires a hands-on professional who can take ownership of estimates, lead the bidding process, and drive competitive proposals. The ideal candidate will have a strong background in hydroelectric projects, bridges, LRT systems, road infrastructure, and marine concrete structures.

Key Responsibilities

  • Lead the estimating process for heavy civil and concrete projects, ensuring reliable estimates .
  • Develop first principle  cost estimates, including the development and maintenance of labor, , equipment, crews subcontractor and supplier resources.
  • Review project plans, specifications, and documentation to determine project scope.
  • Collaborate with ,  engineering, means and methods, construction, scheduling and the risk teams to  develop estimates.
  • Utilize estimating software such as Bid2Win, HCSS, and InEight to prepare bids.
  • Identify and Analyze potential risks and propose strategies for mitigation.
  • Maintain an up-to-date cost database and industry knowledge to enhance estimating reliability.
  • Support the bidding process by evaluating and negotiating subcontractor and supplier bids.

Education and qualifications:
  • Bachelor’s Degree in Civil Engineering, Construction Management, or a related field.
  • 10+ years of experience in heavy civil estimating, with extensive experience in major concrete structures.
  • Candidates with 5+ years of experience may be considered if they have significant heavy civil expertise.
  • Industry background: Experience in heavy civil construction (e.g., infrastructure, hydroelectric, bridges, LRT, marine concrete structures).
  • Preferred experience in companies specializing in heavy civil construction; contract types, Progressive design build, design build, bid build and other collaborative contracting models
  • Strong structural experience, with the ability to lead and optimize estimates effectively.
  • Proficiency in Bid2Win, HCSS, and InEight estimating software.
  • Strong analytical and mathematical skills, with a high level of attention to detail.
  • Ability to work independently, take initiative, and drive the estimating process.
  • Excellent communication and interpersonal skills to collaborate with internal teams and external stakeholders.
  • Right to work in Canada.

The expected salary range for this opportunity is $110,000 – $170,000. Please note that salaries may vary depending on the candidate’s experience and geographical location. Listed compensation is exclusive of bonus and in addition to our extensive employee benefits program which is listed above. Availability of certain benefits may vary based on the specific job role.
