About the Project

Cross Fraser Partnership (CFP) is a Bouygues Construction Canada Inc., Fomento de Construcciones y Contratas Canada Ltd., Pomerleau BC Inc. and Arcadis Canada Inc. general partnership that has been selected to collaboratively deliver a new, eight-lane immersed tube tunnel that will replace the existing George Massey Tunnel on Highway 99. The new tunnel will have three vehicle lanes and a dedicated transit lane in each direction, with a separated active transportation corridor for cyclists and pedestrians.

Position Overview:

The Engagement Manager will play a key role within the CFP Communications and Engagement team throughout the different stages of the project and in support of the overall engagement objectives and public image for the project. This role will be responsible for supporting the implementation of Communication and Engagement plans, stakeholder mapping, and stakeholder and community outreach. He/She/They will help manage and coordinate the implementation and hosting of workshops, and the collection and compiling of stakeholder feedback.

He/She/They will have a strong background in communications and engagement. Previous involvement with the construction and/or knowledge of the infrastructure industry would be an asset. Key Responsibilities

· Reporting to the Communications and Engagement (C&E) Director, the Engagement Manager will be expected to work collaboratively within the broader CFP team and support our client, Transportation Investment Corporation (TI Corp) and partners in developing and implementing a comprehensive engagement program for stakeholders, resident groups, and communities.

· Support the development of communication materials for stakeholders, resident groups, communities, and the general public regarding construction, and construction-related impacts that provide timely, accurate, and accessible information.

· Demonstrate success in understanding the needs and sensitivities of different audiences (GBA+) and adapting appropriate presentation style, writing style, and content.

· Plan, manage, and facilitate workshops and public events in collaboration with the client including off-site stakeholder and resident meetings and/or community events.

· Attend and provide construction progress updates and an overview of construction look-ahead activities at community meetings and stakeholder engagement events. This

position will require work outside of regular workdays and hours on weekends and in the evening as required.

· Coordinate appropriate and experienced CFP personnel to attend and support the Communications and Engagement team at meetings, events and/or public initiatives as required.

· Gather feedback from stakeholder and resident meetings or community events and prepare summary reports to provide to the client and broader CFP team so that potential stakeholder or community issues can be identified and potentially addressed within planning.

· Develop lasting relationships and maintain regular contact with stakeholders, residents, and community members regarding the Fraser River Tunnel Project (FRTP) in an effort to identify and help minimize impacts that may result from construction related activities, manage stakeholder expectations, and resolve conflicts.

· Identify emerging issues within communities, neighbourhoods, and/or from members of the public and propose, help, and facilitate resolution and mitigation with stakeholders.

· Manage and respond to all stakeholder, community, and resident enquiries and requests related to the FRTP and construction activities.

· Develop and maintain stakeholder lists and issues logs for stakeholders, resident groups, and communities. Track all interactions using an online database system.

· Coordinate, manage, and support all communications and engagement activities.

· Maintain a positive working relationship with TI Corp, stakeholders, resident groups, communities, and the general public.

· Ensure adherence to the FRTP brand identity in communications internally and externally.

· Work collaboratively with the client to establish communication protocols, procedures, tactics, and approvals.

· Support the CFP Communications and Engagement team and TI Corp with issues management as required; assist with the management of a 24/7 construction information line. This is a shared responsibility that will require the incumbent to be available to respond to overnight issues/incidents when needed.

· Support the joint venture partners with FRTP related information as needed.

Qualifications and required skills:

· Minimum 5 years’ experience working in a similar communications and engagement position.

· Development of engagement and facilitation strategies, plans and content.

· Strong written and verbal communication and presentation skills. Ability to translate technical materials into plain language.

· Strong interpersonal skills. In addition to being responsible for developing relationships with community members, stakeholders and members of the public, the candidate will be required to work within a large multi-disciplinary construction team.

· Ability to create and support a positive work environment within the project team, exceptional communication, listening and problem-solving skills.

· Be adaptable and flexible as project demands evolve.

· Desire to be part of a transformative infrastructure project and a willingness to learn. It’s been over 60 years since an immersed tube tunnel was built in BC!

· Active Class 5 - driver’s license. The project office is in downtown Vancouver, and this role will require that you attend meetings in Richmond and Ladner/Delta.

· Experience working with online database management systems

· IAP2 Certification is required and time and cost to complete will be covered, if not already certified.

The expected salary range for this opportunity is $95,000 - $110,000. Please note that salaries may vary depending on the candidate’s experience and geographical location. Listed compensation is exclusive of bonus and in addition to our extensive employee benefits program which is listed above. Availability of certain benefits may vary based on the specific job role.
